Had something similar years ago on a vectra 1.8 ,we replaced p/s pump thinking it was a relief valve problem, after lots of tests and head scratching it ended up being a flow reducer that was fixed into one of the banjo bolts thats fixes into the pressure head of the steering rack.

I think it was in the return line from pressure head to resovoir .
