On an 1861 Martenet's map, I see a William Elliott at Wootton's Landing, just over the Patuxent River from Anne Arundel Co. which fits with his story. In an internet search, I find William Elliott mention in the link below as a tobacco farmer with slaves, but no mention of Lucy. There certainly are Elliotts still in Prince George's Co.
