We should use a multiplier on fines to punish repeat offenders. 2nd fine is 2x the fine amount, third fine is 4x the amount and so on. A small fine will not deter reckless play, but a substantial fine will make a player think!!

Also,we should reward honest play by wiping the slate clean (reset the multiplier) if the player goes 6 or more seasons without a suspendable/fineable offence. I think this is fair.
