Seconding the slow approach. Doing one account at a time, testing once, and only then removing the old device kept our transition uneventful. Writing down the digit length for each service and reminding staff not to “try a few” extra codes prevented counter drift. Recovery codes gave a safety net when someone misplaced a phone. With that rhythm, the swap felt manageable even for non-technical coworkers.
