After a policy change at our nonprofit, everyone is moving to new phones and we have to transfer HOTP accounts. Last time we rushed the process and locked ourselves out of two services for a day. Hoping for a safe order of operations: export the seeds, add them to the new device, test without spamming codes, then retire the old phone without nudging the counter. Plain, low-stress instructions would help our less technical staff a lot.
