it seems that the 60 days may be tied into the VA's claim procedures for all herbicide exposure claims (unless its a Vietnam claim)...
It looks like their procedure manual m21-1mr required them to research U.S. Army and Joint Service Records Research Center before they can properly decide a claim.
Now you can go to the JSRRC and look at the pdf application to request information... and it will tell you that the maximum number of days of research you can request at one time is a 60 day period.
I think for them to conclude a decision on your claim they are only legally required to get that one research done...which can either support your claim or maybe for the 60 days they ordered if they cant find anything it may help them say that there is no evidence to support your claim for exposure... I think that is more important for those who are filing for Post Trauma which must be tied into a certain tragic event that may have caused someone ongoing mental anguish..
its just a guess... but it seems to match..
