So Catherine can undertake the 3 Peaks Challenge without a security perimeter, and then go to Wimbleton and mix with the public and sit outside the royal box (with the public passing around and behind her) but Harry and Meghan can't come to Sandringham where they'll be surrounded by the king's security? Edward and Sophie were mixing with the public at Louise's graduation and the Edinburgh awards with no concerns. How often do Charles and Camilla mix with the public without a security cordon?
I am reminded of the taxi ride, the one purported to be a papparazzi chase, where almost no interest was shown towards the Sussexes and Daria. And another video clip of them in the back of a car with Meghan turning around to look through the rear window and telling Harry that they were being pursued by papparazzi on motorbikes when the view through their windows showed that not to be the case. She was encouraging him to be frightened with a reminder of his mother's death, not reassuring him that they were fine.
