I can see the King's point as well as the POW, but I don't think the public will be satisfied. Buck House will still hold receptions and the State Banquets, but the renovations were initiated under the late Queen and it was understood at the time that when completed, the Monarch would reside at the Palace.
I could be very mistaken, but the taxpayers may not see it the same way as the Royals.
