I don't think that Andrew will be reduced to ironing his own shirts and popping out twice a week for groceries. Charles wants him on Sandringham because it's not a crown estate, so speculation about peppercorns will be moot. By paying for Andrew's upkeep, Charles can exert a certain amount of control over his brother. In theory, anyway. I wonder if there are any real sticking points, or if the stories about extravagant demands and incandescent kings is the media wishing for the story to come true.
Do you think Andrew is happy about Fergie finding her own place or do you think he wants her under his roof? She would provide support for him, which he needs. But she always has some madness swirling around nearby, which nobody needs. Is Andrew glad to be rid of her or will he be lost without her?
