As Karen said, Anne and Henry had two weddings. The first was private, but the second one was public. Henry intended to crown her Queen, so there had to be no doubt they were married.

As for the painting, there's no claim to accuracy. Some of the clothing is clearly from the 19th century, for instance. The picture is just the artist's imagining their meeting.
