Prior to 1911 most investitures of the Prince of Wales were held in Westminter Hall at the Houses of Parliament but not held publically. Though some heirs, like William did not have an investiture ceremony. King Edward VII was made Prince of Wales at a Month Old by Queen Victoria and never had an investiture. His son King George V was persuaded, by the (Welsh) Chancellor of the Exchequer, David Lloyd George, in 1911 to revive the investiture ceremony for his son Edward and be held as a public ceremony at Caernarfon Castle in North Wales. An investiture is not necessary to be created Princes of Wales. The monarch only has to issue the signed documents proclaming his heir is Prince of Wales. So, you are correct.
