State seeding

If there are 3 or 4 seeded wrestlers at a weight for state, and 2 of them both placed the same at last year's state, what is the next criteria to determine their seeding?

I can't find this info on the WIAA site.

Why didn't you search the WWR site? All you have to do is type "Criteria" in the search box on the main WWR site and there it is. Simple.
