Why Washington doesn't have more success at the college level

Since watching the NCAAs last month I've been mulling over why WA didn't have more AAs. I had an epiphany this weekend. Officials are not looking for the double fall call. Every other state makes the call, why don't we? Look at the best wrestling states, they call the double fall all the time, especially at the youth level.
By not calling the double fall we're allowing poor technique to perpetuate bad wrestling. Its a simple plan, call it how you see it. Four shoulders on the mat, slap the mat, nobody wins. Valuable learning lesson in my opinion.
I hope somebody has the guts to make the call.

This calls for a really stupid and futile gesture on somebody's part and I'm just the guy to do it.
