You are correct. Take for example 4A 175. All but 2 of the matches were a pin. In 1A a kid made state that my son in the last several years has wrestled about 4 times and pinned him in 30-45 seconds each time yet he made state this year. He got pinned in both his matches in less than 3 minutes total.
I'm just saying this is not the format for a good state tournament.
