I'm sure those on the East side will have a ball with this as West Siders are a bunch of Fairweather wimps.

There are lots of variables to consider.

BUT In Feb 2019, there wasn't much to consider. Western WA got hammered into submission. February 2019 was fifth on the list of all-time snowiest Februarys in Seattle Metro area (with records dating to 1894).

Anything weather related would have to consider case by case, area by area etc etc.

No easy answer.
