When I say "Districts" I refer to WIAA districts.
Within each WIAA District are leagues (SPSL 2A, Metro 3A) .
There may be more than one league for a given classification. District 3 has two 4A leagues, SPSL & NPSL.
In the past, with regionals, WIAA districts really weren't all that relevant as leagues would hold their tournaments and send kids to Regionals from there. For instance, the SPSL and NPSL went to different regionals even though they were in the same WIAA District.
Now, the leagues will hold their championship tournaments and send people to state based on allocations provided to them by their WIAA District. I guess the individual district has it's own process for breaking down allocations between leagues. If there are two leagues at 4A or whatever, one might get 5 and another might get 6.
I guess a WIAA District could get creative with the extra weekend, since Regionals are gone. They could use that weekend for more wrestling to decide who goes in what spots. Maybe initially divide allocations evenly between two leagues, then have a small wrestle off tourney to pick the odd ball left over allocation.
Some WIAA District web sites have info posted for how this goes, others got nothing posted.
WIAA has District allocations posted, but leave the distribution of those allocations up to individual Districts.
