WIAA provides each WIAA district with an allocation.

For instance, WIAA District 3 4A gets 11 spots to state. But those 11 have to be distributed between two leagues - NPSL and SPSL.

Similarly, District 3 2A gets 9 spots to state. But those 9 have to be distributed between two leagues - SPSL and Olympic leagues.

It's easy to figure out how many spots each WIAA district gets, but information is not readily available regarding how those spots are distributed inside the district among the leagues.

I assume each WIAA district has their own method, memo's, emails that establish that.
