It does sound watered down but realistically true strides and views can't be really made until the allocations are out. Obviously there will be a quality district that gets the shaft. Straight ro state does allow a "contender" to have a so so district and still make state. Same hand, we may see a dark horse make a run and qualify. Going the route of "I don't like it because it's different" is ignorant. Embrace it and go forward.
