There isn't an actual qualification system. They don't get the best referees they can, they give every association around the state a couple spots and some associations don't have refs that are that good, or they rotate who goes. Or some of them don't rotate at all. If we want to have the best referees at state, we need a ranking system just like the wrestlers have.
