My head started to hurt reading that criteria to the point I stopped reading at 3. What we have works fine. At regionals my son went 2,1,1,3 and was still in the state semis each year, just as if he had been a regional champ each year. If you eff up at regionals you just have a tougher draw to the semis. You deal with it, some years better than others.
