I didn't say the system is perfect. As long as the top four are separated, it's as fair as it gets. There is no perfect system, but we do have a seeding system. That is my point.
Also, see number 2 on my criteria list. I do recognize that when there is no previous state placer, there is randomization as to the quartiles, but it is seeded. So you still can't defend the statement that our state is totally random. There is a seeding system.
