The more you talk the dumber you look. Did you not read my explanation above? Only regional champs get seeding criteria out of their region. So again, just for you slow Big9 people, lets say a region has two returning state champions. One of them is going to get 2nd in the region. So now, randomly, one of the other regional champs is going to get that state champion in the second round of the tournament. And whoever draws him is random. If those two wrestlers are the two best in the bracket, they should be seeded 1 and 2. With the way we "seed" the bracket, all of the regional champs are considered one seeds and are only separated if they are returning placers. So what if one of those one seeds is a state runner up. Now he could be wrestling a returning state champion in the quarter finals instead of the semi finals. All of the 2s are random and so are the 3s and 4s. 4s go against 1s and 2s agaings 3s. What if the region is tough and the 4 seed is a returning placer? He wrestles a "1" from another region and that "1" most likely will lose. They should be seeded 1-16.
