That's also something Oregon does at state. They separate the first four regional champs and then seed other wrestlers that meet seeding criteria.
That seemed to work out pretty good except when you have two highly ranked wrestlers in the same region meet in the finals. The best the loser can get seeded at state is #5 behind the regional champs.
I did like how they seeded the state tournament versus what Washington does.
