Something to consider... Creston is closest to Idaho. I believe they are due north of Bonners Ferry. If they are concerned about travel they should be applying there. Travel to Washington may reduce their travel, but it doesn't make a lot of sense to skip over Idaho and travel further than they need to travel. Sounds like their being pretty selective.
