Referees are not Volunteers, as they are paid for their time. They may volunteer to be a referee but are compensated for their time. Just because one "does our best" does not make us qualified for our job. Hopefully, this Referee will be properly evaluated for the job he was paid to do and a plan to correct his errors and behavior will be put in place to improve "his best" and avoid this kind of atrocities in the future.
