Region 4 had 19

It appears that wrestling sorted it out. Regions 3 and 4 didn't really manhandle anything. It appears that region 2 outperformed the ranker's expectations. While region 3 underperformed.

Really it is no big deal. Ranking any classification is a difficult and time consuming endeavor. I think I would rather be a ref than one of the rankers.
