The toughest girls in the state come out of those regions, look it up. It’s not favoritism, it’s facts. When your girls from Region 1/2 get man handled by the girls from Region 3/4, you will see why they are ranked higher. Even before the split of divisions, these girls were always ranked and placed higher than the region 1/2 girls.
