WIAA has formulas they use with they have a three district wrestlers going into one regional. They usually rotate three formula to even it out since they can't do the straight 1 vs 4 and 2 vs 3 as in a regular 2 district regional (4 into 8). It is not uncommon to have the two highest ranked wrestlers meet in the semi because rankings are not used for seeding. Now this is how they did it in the past and TrackWrestling may do it a different way so don't hold me to this.

Just remember that the rankings are based on the season and the seeding for regionals is based on what happened the week before at districts.
