The WIAA uses RPI and seeds football and basketball. Leagues like Metro have the advantage in Basketball and rightfully so, they get that opportunity in that sport.
State could do that for other sports, including wrestling, it would even things out. Like Football and Basketball, there are strong leagues year in and year out but RPI and seeding helps in years when other leagues have strong teams.
