Refer to the definitions on the WIAA website regarding (1) definition of a team
(number of participants as of a given date) and (2)tournament size based on number of teams in a classification.

Gather evidence that there are sufficient "teams" to qualify for additional state tournaments. This would probably require contact with many schools' coaches or ADs.

Present to WIAA in a publicly visible way so they are forced to respond.

I agree that we need a change. One state tournament had over 130 separate programs represented, not to mention programs without qualifiers.
