Is there any data on this? Also, great duals are made using strategy and wrestling people up. Sometimes certified weights are not even being really cut for, wrestlers ( particularly good ones) often wrestle up for the team to better give team chance to win/ get other kids in lineup. Not allowing that to happen would be a tremendous unintended circumstance in my opinion.
