There's always the ole "homemade HS woodshop special," like schools used to do. If your school has a shop, borrow some plywood, paint it, stencil the names on there, the year and the placing. Line the years chronologically on one side so that it has a nice, uniform appearance. Put out an APB around the school to find kids who can paint, have them paint the school name/mascot on there.
I can't even tell you how many hundreds of placer walls have some iteration of what I have described above. If possible, doing it all in house makes it real cheap. Depends on if you have a woodshop, though. I think as long as it recognizes the kids you're trying to recognize and has some semblance of permanence, it'll do the trick.
