WCWA championship is or was open to all.

Just like the men have NAIA,NCAA DIV 1,2,3 and multiple levels of NWCA (club) championships, it makes sense that the women have NCAA(NCWWC), NAIA, and NWCA (club) championships, as they are all managed by different governing bodies.
