I have many friends in the teaching profession. The ones I have spoken to are all for reopening with reasonable precautions in place. It only takes a few teachers pushing the union to file unfair labor practice complaints resulting with schools staying closed.
Problem is with public/government entities, they are in no win predicaments all the time. Our civil courts allow for frivolous lawsuits and there is a belief public/government entities have "big pockets", with unlimited funds to pay out on bogus lawsuits. More often than not, government entities pay out on the lawsuits because going to trial can be more costly.
A big reason school districts are incredibly cautious about reopening are due to "liabilities" placed on them from employees, students, and parents.
This pandemic being so politicized, with mixed reviews within the science community, combined with media influence, has bogged everything down and there are no 100% solutions....this causes many to go into the default of "let's just restrict everything, just in case".
