I would think the fan speed controller is faulty,I have changed a few of these.The reason the fan operates without the ignition on is because it is a permanent supplied power circuit with ignition control from heater panel.In fact when these systems are working correctly the blower fan runs on for approx 5-10 secs after ignition is turned off.
