    The headlamp control ecu is behind the switch, its all intergral, having checked the circuits and finding that they and the bulbs are good, I went back to the control, disassaembled the unit.
    main switch is a rheostat, checked resistance, and found that the switch was dirty, rotated the switch to clean the track, and reassembled.
    still not working, then had an idea !

    Started the engine and tried again, bingo lights came on.

    Also these cars have a light delay built in,
    if you turn ign off with lights on, they stay on for a short while, then turn off.
