Peugeot 406 2.0 1997 Petrol - Hard starting Archived Message

Owner has had this car into the main dealers twice for this problem. Some of the time it is perfect and other times very difficult to start. Dealers say there is nothing wrong with it. The problem is always from cold and he is not imagining it.
I have checked all the usual stuff, plugs etc, all connections and sensor connections. the fuel pump is audible when switching on every time. It doesn't seem to happen more or less when the weather is colder and it has recently had a new battery.
    Anyone any ideas.
    Cheers
    Clive
