SN's are special notices, these are sent out from VOSA (Vehicle Operators & Services Agency) Basically the vacuum pumps fitted to the modern diesel are so good that the brake pedal can be pushed to the floor using the standard MOT test method to check for creep. The SN states that if the pedal does not creep with the engine off, but it does creep with the engine running it is NOT a RFR. HTH Regards Mark
