Had a similar fault on a Subaru, after changing the stalk assembly, traced the fault to an open circuit front washer pump. The wash/wipe controller was looking for a positive voltage returned back from the washer pump, it did not receive this because the pump was O/C. It thought the washer's where being operated all the time, so it kept the wiper's on permanently.
