Range Rover TD6 3.0 2003 - Climate control panel / ECU inoperative #Archived Message

Hi all,
Climate control system is inoperative on this vehicle when cold (left overnight) , contol leds do not light up , no operation of heater or air-con at all , after 15-20 mins driving system flickers into life ,then eventually settles into normal operation & works until next day . Control panel & ECU are combined , all power feeds & earths are still ok when fault occurs. No fault codes logged , no coms with climate ecu when fault occurs. . Suspect internal panel/ecu fault , has anyone seen this before? New unit is £480 from dealers ,can anybody suggest an alternative source?, Finally does a replacement need coding/configuring or is it plug & play?
