Ford Ka 1999 - Heater control valve fault #Archived Message

This vehicle came in with heater valve not blowing hot changed valve and all semed to work ok customer complained valve was pulsing and it was some what loud so i changed valve still the same now its only blowing hot all the time is it a control panel fault ?
