Peugeot 206 2000 Petrol - Airbag light on, code P4646 #Archived Message

The above vehicle has the airbag light on and tests using solas to code P4646. The vehicle however does not have seat belt pre tensioners as the code would suggest, it does have twin airbags. It has been suggested that the fault could be the start of comms problems as the airbags are wired though the comms unit, that is the indicator/wiper stalk assy. Any ideas.
