Saab 9-3 2003 - Non start, no crank, no feed to starter motor terminal #Archived Message

Called out to non starting Saab 9-3 owner thought it was flat battery so took jump box & jump leads,tried jump box first nothing so connected jump leads waited 5 mins still nothing. Then I noticed what looks like a household trip next to the battery anyway no feed on the other side of it & no feed at the starter motor.What is this & can it be bypassed? Thanks Iain
