Suggest check the engine breather in valve cover and the breather pipe.The problem with the balance shaft may be a failed bearing due to lack of oil.Many Mitsubishis are run without a balance shaft belt with no apparent bad side effects,indeed removing this belt can lessen the chance of cambelt trouble.
