Fly Tipping and Dumping Scrap Tyres #Archived Message

Over the last two months we have had scrap tyres dumped at the rear of the Garage 38 in total. So I decided to install CCTV all round the building. Last sunday evening we had four more dumped, so played back the footage and found the culprit. I have over 10 minutes of Video playback a very good photo of this lad and his registration number all backed up on CD.
Today I called the Police informed them of the video footage and his registration Number. They informed me that I had to ring the council even after I got them to admit this this was a criminal offense they just didn't want to know.
I then rang the council and informed them, only to be told they would not be prepared to prosecute or take this matter further due to staff shortages at this present time.
I am taking this matter further, I just cannot believe it.
