Rover 75 2.0 1999 - Heating fault, temperature running luke warm #Archived Message

Hi I have a 1999 Rover 75 with the temperature running luke warm. Noticed that when the heater control is turned on the fans cut in straight away, irrespectavie of the engine temperature.
Therefore it is cooling the engine, so no or little heat.
I have checked with my Snap on Solus no codes but when pressing the two in car diagnostic buttons code 21 & 22 show on the heater control.
