    we use a voltmeter across the terminals on the heater valve and turn the control up and down, it works on an on-off ratio, one way it stays off most of the time and the other it stays on most of the time. ( but usually still switches ) If thats working ok The Valve is usually faulty, if not its usually the control panel, We have had a run of faulty control panels recently and they appear to have been burnt out due to the windings in the water valve going low resistance, ( Or the valve burns out due to the control panel leaving the power turned on continuously. ) so its a good idea to check the resistance of the old and new valves and compare the readings to give you an idea of whats happening.
