Battery flat, emergency key will not turn lock.

I haven't looked yet, but would anybody know if the starter terminals are accessible from underneath the car?

(Given that cars today are so dependent on electrical supply, it would be nice if there was some way of plugging an external 12v supply into a car with a flat battery from the outside without having to gain access to it first! )
