Well attempted to test the individual parts. All the solenoids looked ok electrically the sensors on the upright seemed ok on the scope.

The steering angle sensor initially looked ok, a basic hall sensor signal. Looking a bit closer it looked like it was missing a few impulses.
A new one solved the problem and provided a cleaner signal as well.
when fitting a bit of care is needed as it also acts as the holder for the airbag slip ring.
