I think this is caused by the throttle pot signal voltage being to high, look in liv r data and see if it reports c/t (closed throttle) or p/t (part throttle) as this may give you some idea if the ecu is seeing the throttle off of idle so it idles up.

Normally you have to adjust the tp sensor to lower the signal voltage. You may have to elongate the holes to achieve the lower settings.
